Well I think Microsoft said you could play the game without downloading the data again by accessing the game through the cloud, so I thought Sony would do something similar. I didn't realize Sony was way behind Microsoft on this feature. 

I don't think I've seen that comfirmed anywhere. The closest thing I've heard to that is the Xbox One would allow people to play games as the game is installing- but that was when the Xbox One had all the DRM on it and had mandatory game installs. I haven't heard anything about playing a game as it's downloading- but if the PS3 can already do it- I'm guessing the Xbox could also.
