Well I think Microsoft said you could play the game without downloading the data again by accessing the game through the cloud, so I thought Sony would do something similar. I didn't realize Sony was way behind Microsoft on this feature. 

Microsoft didn't say such things. Sony are the ones offering this kind of service through Gaikai.

PLaying a game entirely through the Cloud can only be achieved via streaming a video of it running on the Cloud servers. The XBO isn't any different. It won't let you play a game if it's not installed first. Unless MS also has a service similar to Gaikai down the line.
