Maybe, it shouldn't be called "game of the year" though. "Complete version" would make a better name if it ain't actually GOTY. 

Most publishers do call it someting different if it doesn't in GOTY.  Fallout 3 released a GOTY Edition, but New Vegas called it Ultimate Edition because it didn't win GOTY.

The only game to really take the piss is Dead Island, didn't win any GOTY awards but still called it GOTY Edition.

Two worlds 2 also got a GOTY edition XD
