I beg to differ, Killer Instinct always had relatively top-notch graphics, on the SNES they used Pre-rendered 3D characters and stages which gave the game a very unique graphical feel.
On the Arcade they even used FMV video. :)
That was kinda' a big deal back in those days, heck other than Donkey Kong (Also made by RARE) I don't think another game came close on the 16-bit consoles, Mortal Kombat certainly didn't.

However I personally beleive we have been at a point with fighters for a long time that leaps in graphics aren't going to be as pronounced/noticeable as say a First Person shooter.
But having incredible lighting and grand set-pieces aren't to be under-estimated in my opinion.
