With Netbooks dead and Windows 8 laptops being pushed with touch, the sub 300 dollar market currently doesn't have many worthwhile entries on the Windows side. Chromebooks got 25% of this market.
Is this a success? I don't think so...but it could be depending on expectations. Lets examine actual internet usage over the coming months. Last time I checked Surface RT had more net usage than Chromebooks...
