So, I took a gamble (since SEGA's track record with Vita-compatible games is good so far):

I can confirm that Crazy Taxi: Fare Wars is compatible in the UK. You can't buy the game from the Vita store, but if you buy it from a PS3 (and I presume if you bought it using the web store on PC too) then you can download the game directly to Vita, no need to transfer it.
Was kinda surprised that it worked actually and I think in future I might try it with a few other games that aren't listed as compatible.
As a side note, the game is pretty awesome so far. There's some pop in and the framerate isn't always great, but having one of my favourite arcade games of all time on the go with me is just awesome. And there's a whole other game (Crazy Taxi 2) thrown in that I've never played before! All for £3.69, too.
