If it's a toss up between Vita and 3DS, go with 3DS.
If you're looking for a complement to 3DS, Vita could definitely fill that need. I would, however, recommend getting PS+ with your Vita, since that will provide you with a lot of Vita and PSP games for free until the subscription ends (I'm playing Gods Eater Burst right now). The only problem with that scenario is that you'll need to invest in an overpriced memory card to accommodate all those games. I've been deleting the games as I beat them to avoid purchasing another memory card, but it's not an ideal solution.
Gravity Rush and Wipeout 2048 are two must-play games -- both available for "free" on PS+.
