It won't happen cause 12 GB would have to be triple channel memory on 256-bit bus. Just from that you can say that so called rumor has no credibility. No one put tri channel set up in a console, for numerous reasons, it would have to be 16 GB or nothing. Also a downclock is actually more likely given there issues with yields in production, that is a rumour widespread and backed up by many reliable sources, not the overclock.
