Pacther: MS to pay Sony $150-$250million in royalty for Blu-Ray. Says he is right 70-80% of the time

If Blu-Ray royalties are 2-3$ per XBONE unit, wouldn't the royalties earned by the sale be given to all 9 members of the Blu-Ray Disc Assocation? This is turn would lead Sony to only earn .22 to .33 per unit....? Where does he get 150-250 million.....
