Well no, you're absolutely right, it doesn't make sense for everyone.

For example, I'd say that playing PS1 classics on Vita the best way to play them.  Platformers like Spyro look gorgeous on the screen; you can remap the controls however you desire which is a really neat feature, etc. etc.  But then, the trade off vs. PSP is that not every PS1 classic is compatible with Vita.  For example, EA haven't made any of their games compatible, and that includes some of my favourite titles (Populous; Theme Hospital; Future Cop LAPD etc.)

It's the same deal with PSP games.  Playing them on Vita is good.  You can map the second analogue stick onto pretty much anything; meaning certain games suddenly control infinitely better (Resistance; Gods Eater & Daxter are the 3 that stand out to me).  But again, there's a tradeoff.  Not all games on PSN are compatible (again, EA haven't made any of their games work.  Burnout & The Sims are the two that bother me).  And like you say, there are a few big hitters completely missing from PSN - Crisis Core; Star Ocean; Kingdom Hearts etc.

I don't regret buying my Vita for a second.  And for me personally, as a person who didn't own a PSP, it's a great deal.  I have loads to play and I really love the machine.  But I can see myself picking up a PSP at some point in the future - to be able to play Populous on the go; to try Crisis Core for the first time etc.  It isn't for everyone; and if you have a PSP with UMD games that you like then I'd imagine it isn't worth the trade.
