For every other game besides fps games you're more likely to use the face buttons, so it makes sense to keep them in the dominant position. How many games still use the digital d-pad as their main method of controlling movement? Besides fighters and classic shooting games(Gradius-type) most games use the Left Analog to control movement so it should be in the dominant position like on the 360 controller. (fighters/shmups are better with a joystick anyway and not a d-pad)
