You should play it on Hard or even the 1999 mode, the Handymen are fucking impossibru. And one story mission in particular, you can probably guess which one, I think it was just stretched out just to make the player rage more and extend the gameplay by a good 1-2 hours. And Elizabeth really doesn't restock as much on Hard, found myself strapped for ammo a lot too, mainly used Shotgun/SMG combo. But although you can pretty much spam your way by just using the Jockey on the minis.
