Salt etc. are just a minor inconveniance imo, since Elizabeth just refreshes your stock if you need it. For example, I have been using the first Rocket Launcher I got for the entire game, since it was just not possible to run out off ammo (Normal difficulty). The vigors are really fun, but I don't think they can completely outweight the gunplay.
But like I stated in my final verdict, you can easily make the score a 9.5 if you give the story more weight (which I actually do outside of this review, btw.), but that's not something I can do in a review.
