Microsoft really should back-port Direct X 11.2 to Vista and Windows 7 so it penetrates a larger portion of the market and make the adoption of the features quicker, there is no technical reason why it couldn't be done except for financial reasons. (I.E. Incentive for Windows 8.1 upgrades.)
Besides, if there are any Direct X 11.2 hardware features, the Xbox One misses out anyway.
