I think thats pretty obvious at this point?
At the unveiling event in Feb they spoke quite a bit about the camera and how the controller was designed in tandem with the camera. Come E3 they didnt even mention it.
The decision to not bundle the camera in was obviously taken some time between the reveal event and E3.
A good decision imo.
