Ignore all of the Call of Duty titles or GTA or Battlefield 3. Oh, and Assassin's Creed 2 too. All of these titles sold 200k+. You should look and see that Western have had plenty of success in Japan (I'm ignoring all of Nintendo's Western developed games too), even on HD consoles.

Game

Battlefield13.55 8.82 0.61 3.63 26.62
COD 89.48 46.62 2.70 24.71 163.51
Assassin's C.

Three of the Western games juggernauts  sold just 4.29 million in Japan in a total of 242.09 million world wide. I wouldn't worry too much about them as they are disconnected from the rest of the gaming world. I didn't even include Halo and GTA because the numbers would've been pornographic.

This little chart gives you the reason why MS and other major Western developers are not even worrying too much about Japan. They're not serious console gamers anymore like in NES and Snes era.

Nintendo's Western developed games are Nintendo's regardless. They are Japanese, it's like Sony's machines are made in China but they are considered Japanese hardware, right?

200k+ is not enough for an EA, Ubisoft and Activision do you know what I'm saying? Japanese gaming state is on an enclosure, feeding exclusively from internal developed games with occasional drops from the West.
