Soriku, that happens with all clock. There are clocks that use vibrating piece of quartz to measure seconds. Certain number of vibrations = a second. Or something like that.
There are different ways to measure a second, not just quartz, there are atomic clocks too (those are the most precise I think). There are several factors that can affect the precision of a clock.
