I don't think that a tablet or smartphone is a real substitute for a console. A portable gaming device is nice if you have some time to kill while you are waiting for something or while you are in the bus etc...

But a console is for dedicated gaming. I put all my concentration on the game while I play and I take it serious. I don't think that a tablet has much to offer in this regard. Additionally, touchscreen controls are simply not well suited for dedicated gaming. Most genres are simply worse playable with a touchscreen. Even the DS or the Vita fail to deliver in this part in my personal opinion... I try to avoid touch controls if possible.

To be honest, if I had to choose between gaming with a tablet PC or with a retro console like the SNES... I would choose the SNES. It may not have better graphics, but it offers dedicated games that have enough depth for me to be enjoyed and that would not be controllable with a tablet. I just don't think that playing Super Mario World or Zelda with touch controls could be fun...
