Chrono Cross is not a good game, I agree. But I've played far worse RPGs with horrible stories and abysmal gameplay (Secret of the Stars for the SNES is my all-time favorite bad RPG), which make Chrono Cross seem pretty good by comparison.
Other popular PS1 RPGs that I dislike:
Parasite Eve 2 (the first was awesome, and the second had a crap story with some admittedly improved gameplay)
Dragon Quest VII (my third least-favorite game in the series, with the first and fourth being the absolute worst)
