I took another look at the link you posted and I do now see a clear difference between the smoothness/blur between the 15fps and 60fps. The difference between 30fps and 60fps is definitely less noticeable though. A higher refresh rate does definitely increase the smoothness of imagery in gaming. I'd like to see a comparison between 120fps and 60 fps to see if there is any noticeable difference.
I still think that the difference especially in the example you gave is fairly negligible. It would be interesting to see game comparisons of say BF3 on PC.
