Huh no, seriously i wonder why though. It seems to have basically all the aspects of an SRPG game that I know of... including action points for moves and attacks.
The only thing that makes it seem not like a SRPG is that people can shoot at you while you move... which... operation darkness has a cover system too.
That seems like a miscategorization from all the gameplay footage i've seen.
It's gameplay style basically seems like "Futre Tactics" but with a cover system... oh and good.
Action RPG. I just don't get that classification at all.
Still one of my 10 most anticipated games of 2008.
