That is untrue, the 360 had these features, it would actually place the PSU in a faulty state to stop any damage if a short was detected.  It also had a voltage cleaning circuit on the motherboard to ensure the power delivered was perfect.  There is no advantage to a internal power supply other than space saving.  The positives for having a external PSU mean its replaceable and one less component inside the console that could fail.  In summary a external PSU is only a negative if you've some sort of obsessive compulsion against wires.
