Interesting that all people here are speaking about 'the developers'. It's one, as mentioned on the Kickstarter-page.

Also regarding to some a JRPG is a RPG developed in Japan, so Soul Saga is a WRPG.

And to the PC matter: it is always easiest to release on PC. You don't need a publisher or anything. Console is more complicated, that's why WiiU, PS4 and Vita were a stretch goal, to get the money to make it happen. But basically the game is announced for PC (Windows, Mac and Linux, really nice that it supports all three).

Well, Mike Gale did start a company (Disastercake is its name) and whether or not he can afford to get more people to work at the company is another question.

Also, I would figure JRPG and WRPG as more styles than where they are developed, as I'm sure there are JRPGs that have been developed in the west (Rainbow Moon is one that comes to mind). Soul Saga fits more into the style that is a JRPG than a WRPG.
