We've only seen very little of R2 (is there any video footage available yet?), and virtually nothing of Gears 2. Both are made by very competent developers, and I think both have a shot at having better graphics than the other. It wouldn't surprise me if they're so close that the final verdict is inconclusive.
Not that it matters when everything in both games looks like poo. =P
