My friend bought a cheap Vita in Thailand but I didn't, am I a horrible King?

Is it the same version with the EU/US Vita? If you buy a Vita in Thailand, can you log in European PSN when you get back home? While in Bangkok, did you go to Nana and Soi Cowboy? :P
