These are low end mobile chips. That discrepancy only grows when you start adding more powerful GPUs. PS4 is most likely utilizing 1 Ghz memory clock GDDR5 RAM, while Xbox One is using 1066 Mhz for its DDR3 ram. You could argue that ESRAM may add more power usage for Xbox One though... |

The power measurement is stressing both GPUs... the GDDR5 permit that the GPU in HD 6490M was more used than GPU in 6470M... that's because the card uses more watts than another.
DDR3 runs at 1.25-1.65V while GDDR5 ~1V... the GDDR5 uses less power than DDR3.
