The ICMS is estimated over the value of the receipt just like the import fees, exactly at the same time on that since their taxable event is the same.... but yeah, that'd be $952 USD instead of some $800 USD, which I had originally estimated for the PS4 and somehow slipped there.
From personal experience, it has never costed me or my relatives more than double the original value, that I can totally guarantee you - if you wait for the simplest form of shipping, that is. So it remains to be seen how much a dollar will cost in reais to see if it's going to be worth it or not.
Anyways there are numerous things you can try if you aren't satisfied. For instance, since the customs merely sample imported goods instead of checking them all, you can import it from somewhere else and hope it isn't caught so you pay no fees at all, or place the XB1 as some sort of bonus of other kind of imported good who isn't legally taxed, and get both of them lumped together.
