Actually that's exactly why it isn't a surprise. By "attempts to supress minority voters" you mean, "Laws that require people to prove they are who they say they are before they vote."
Of the ones that absoletly require ID to vote, 80% of them are in non Civil Rights Act states.
In otherwords, the election proves exactly why the act should be thrown out in it's present form if you see such acts as racist. The states listed aren't inacting legislation more racist then the other states.
