Just got a few questions I need answered before I vote.

Do I need to take quantity into account? If a publisher makes 1 amazing game and another makes 52 below average games, I'd still vote for the publisher who made the 1 amazing game.

Also, If I don't vote for the one who made my favorite games, how am I supported to make my choice?

It's a mixture. Try to take all things into account and be unbiased.  That's the whole idea ;)
