You can solve Microstutter by going Tri-fire.
Well, any perceivable Microstutter anyway.

However, AMD is also re-writing it's memory management in the drivers to help lower frame latency and microstutter, so it's not like they aren't doing anything about it.

One feature I *do* want AMD to adopt from nVidia is that adaptive V-sync, to me it's a game changer, you can get a similar thing in 3rd party software, but would rather it just be in the control center.
Or for monitor manufacturers to release 120hz, 1440P, IPS monitors for me to Eyefinity with, Korean Overclocked monitors just won't do!

Well. nVidia hasn't been perfect in the past either.
Heck, nVidia was the cause of 30% of Windows Vista blue-screens.

Fact of the matter is, AMD and nVidia drivers are incredibly complex, they have more lines of code than the Windows NT kernel these days, so a bug or two is bound to crop up regardless of which team you are on.

As for the Radeon 7990, I would never even consider buying it.
For one, it's priced at the level of 3x Radeon 7970's here, yet doesn't even out-perform 2x 7970's and still comes with all the shortfalls of dual graphics.
