Bioshock Infinite, as great as it may or may not be, if it didn't have elements of a FPS, I'm sure it'd do just as bad as many other games that failed to sell very well. No matter how good the game is, being a shooter usually means your game is going to sell more than it would have if it wasn't a shooter.

^ Metro: Last Light deserves the sales, and it don't reach the numbers of those games you've mentioned.

 

And on top of that, it's a FPS. So your FPS-sales logic don't apply here.
