There are definitely inconsistencies with this concept. Krillin's rock for example hurt Super Saiyan Goku, but there are plenty of instances where physical attacks do nothing to stronger characters. Off the top of my head, a few examples of physical attacks doing nothing are: Janemba punching Gogeta; Everyone punching Broly; Super Buu punching Vegito, Super Saiyan Goku blocking Super Saiyan Trunk's sword with his index finger; Perfect Cell punching Super Saiyan 2 Gohan.
In fact, a lot of the time where physical attacks from weaker foes show to do damage to the stronger guy, the stronger guy is actually acting and playing along. This has always been a constant theme in DBZ where Ki = durability. That's the reason why Broly can't feel pain from really any type of attack (because he has infinite Ki).
