From my point of view, the biggest obstacle WiiU has so far and the one that needs to be tackled first is the lack of appealing games. At this point, there's few popular games that can attract users to the platform, so any price cut done now wouldn't have much impact. And while the price itself is a bit high for most people, it's still competitive enough for a relatively new platform.
I would cut the price around the time Smash and Mario Kart arrive next year, when you have a lineup that's compelling enough to make a strong argument for the platform, while fending off the competition's second wave of software (and perhaps their own price cuts/bundles). I see this as the crucial moment for the platform to get to the mainstream and prove its full potential.
As for bundles... I don't know. The holidays usually bring their own offers, so I guess you could do one or two official ones. I don't see it as decisive either way.
Oh, and I never saw much point in having a "basic" and "deluxe" models, as with most PS3/360 cases... I think its best to have one clear version of the console, with only games being the difference, if any. Wii did fine with this strategy, so I don't see why Nintendo decided to change this...
