Video game companies have been doing this forever:
And Ellie is definitely Ellen. And Ellie is not a "generic" little girl. You see that picture, you know it's the Last of Us. Her distinctive image is the trademark of the game. And Ellie's hair, eyes, eybrows, lips, jawline, cheekbones... they are all Ellen. They changed her slightly in the final version to make it less obvious.
