I think it'll end up being more of a "developers can pay to use our array of servers for multiplayer if they so choose" thing, which really makes it no different than what's happening on other platforms. Just instead of contracting with Amazon, Google, or Microsoft on the side, they'll be doing it all directly through MGS.
