Console game developer was someone that had a great game idea built around gameplay and then he would take this idea and put it on limited and unique hardware that was notoriously difficult to program for. No game was ever programmed the same way since each developer had to find their own way to make things work. Each game was taylor suited to the hardware it was designed for. Games that "console" developers made for consoles were very different from PC games at the time and still are. Just look at your Miyamoto and Kojima console exclusive games and try to find similar games on the PC...
PC game developer is someone that uses set programing languages and hardware APIs to bring their gaming vision to life. Hardware usually is a lot more powerful and easier to develop for with clearly defined rules about what is technically possible. On the PC side, gaming assets can be easily reused, development tasks can be split up amongst much larger teams and then overall process is much less focused with clearly defined rules and limitations in place.
When Xbox entered the console market, they brought their Direct X APIs with them to the console that the PC guys were very familiar with. This brought a slew of previously "PC-only" developers to consoles which saw this as an oportunity to make money and bring their vision to consoles. After a decade of console gaming merging with PC gaming, its pretty clear which side is the dominant one.
Other than very few select titles (mostly on WiiU), I really don't see much true console game development today. We may as well accept the fact these next gen consoles are just gaming PC's and drop the word "gaming console" out of the gamer vocabulary.
