He can say that now in total safety, even if it's a lie, because they are not implementing it so no one from the general public  will ever know the truth of what they intended. So I doubt his word.

Perhaps later on they will implement it as greenberg describes for games bought off XBL, but I doubt it'll be 10 people. Given XB1 is going back to the old ways publishers are not going to be happy with 10 people being able to play a game without paying a dime for it (except to MS for XBL Gold).

PS3 already effectively has family share for PSN games (including digital version of full retail games) and publishers didn't like it when it was set to 5 consoles with access to the game. No way publishers are going to let a DRM-less XB1 have 10.
