it depends how fancy you wanna make your website, if you wanna simple website that does what you said in your post, knowing basic html and css will do.
also i suggest look for best host option but before signing up create the website on your local machine then signup and move it there. (but looking for good host even from today is not a bad idea, read the reviews and compare the prices) also think about the domain name.
