I see used games as a double-edged sword. One one side, people sell their games when they no longer see the replay value in said game. On the other hand, an excess of the same used game pushes the used price down for said game, making it more of an incentive for people to buy it used (especially if they see so many used versions of that title on the shelves and think "maybe I shouldn't risk buying it new"). So in other words, it's more like a triple whammy.
The solution? Lower the incentive people have to sell their game. Make it a game that they want to hold on to. A dramatic increase in the gameplay and replay value is a good start...
