All computing devices are technically built that way from day one, cloud support doesn't require anything special from the hardware side, except for something like Wireless or Ethernet to provide an internet connection.

As for the servers themselves, it's actually fairly quick and easy to add more servers if there is demand for it.
Sony is probably going the more financially sound route and instead of having 10's of thousands of servers, just having enough and will expand it's servers as there is more demand for it or if a new game needs it.

Again, Cloud processing isn't Xbox One exclusive, any device that can connect to the internet can have it.
