I wouldn't say he's defending them. It's more just putting out an argument for discussion. The article raises some interesting valid points worthy of discussion. Certainly wouldn't chose the DRM route as opposed to the non-DRM route but there's a big topic there. Just because someone raises a line of discussion doesn't mean they support it.

In terms of the games industry as a buisness it's indisputable that the DRM that was propossed would have been nothing but healthy for it. That's one big positive for a start, albeit with countless negatives ;)
