Advantage of the cloud is that the PS4 version will run the sucky zombie AI while the Xbox One version will have "enahnced" AI if you're connected to the internet.

Someone above said that "Better with Kinect sensor" sticker will be replaced with "Better with Internet connection" on the Xbox One games.

Another advantage is that devs don't have to worry about the cost of server hosting and can incorporate this in to Xbox One games. Multiplat matchmaking on Xbox One games will be faster with less downtime. What do you think is better 50 EA servers that Fifa 2014 will use for PS4 or 100,000 Microsoft ones? The irony is that the 50 EA servers will most likely run on Microsofts cloud too except EA will have to pay for it.

Finally there may be graphical advantages too and shorter/less loading times as well. But these need to be shown by MS to be considered as credible advantages...

Why would they bother making this magical "enhanced" AI that only some XB1 users will have some of the time? What is much more realistic is that they will make the best they can for the PS4, take the chunk the XB1 can't run and stick that on the cloud. So then the XB1 users can have PS4 quality AI if they are connected to the cloud. This is they only way they can justify spending time on such a limited feature.

Why bother with anything if that's the case... They can just make COD over and over and make money.

Seriously though, they will bother because people take pride in what they do and want the best possible product. Considering that Xbox One doesn't run without internet "some of the time" isn't really much of a concern.

They have limited time and resources. Chances are they will put as much of these as possible into the core game. it is the same reason why most games don't bother with Kinect/Move functionality, which only requires control mapping and playtesting. That is far far easier than coming up with a whole new set of advanced AI, and they still don't do it that much because they would rather put everything on the main game.

So, like I said, realistically you are looking at getting left over PS4 AI at best.

I don't think we can assume to know what devs have or don't have when it comes to resources... I don't think the bar is as low as you say it is for ALL games simply because there are games with budgets that want to stand out from the crowd.

Besides we know that Microsoft is making it a lot cheaper and easier to do cloud server hosting on Xbox One. If someone makes it easier for you to do something cool that not everyone is doing, wouldn't you want to utilize this?
