I "overheard" a conversation on FB about this, and it seems Gamestop has stopped taking pre-orders due to incredibly low stock. SONY has provided them with far more units. The person saying this is apparently a manager at a local Gamestop and has been in constant communication with others stores and they have been saying the same thing. In a store the difference was 60 PS4 to 10 XBOX 1's.
In other words, the PS4 has more pre-orders because there is more stock available.
