Funny thing is that this used to happen in the classic era. Atari, Mattel, and Coleco each developed/published games for systems other than their own. Sometimes, they were outstanding. Sometimes, it was thought they were intentionally inferior (Coleco games had this reputation, see Intellivision Donkey Kong and Zaxxon).
But it is not happening now.
