It doesn't make sense that it won't be available to PC. As long as you're using Windows, MS should be happy about that.

How much would it effect procedural generation of maps and AI pathfinding? Could load times be decreased by offloading this type of stuff?

Devs have repeatedly told us so. It's false until proven otherwise though. I don't think anything you listed would better be done in the cloud.
