As other people have said, but I'd like to expand on, Second Son is probably being developed by a relatively small team at Sucker Punch. If you read about the development of Infamous 1 in this article:
So, what is the size of your team?
If you counted everyone from our IT guy, to the front desk person, to our contract QA guys, it's about 60 people.
So, how long has inFamous been in development?
You know, we've been in development a little over three years. It's a long project for us. It's, you know, we're not the biggest team and when we wanted to do this we kind of knew where the budget was going to fall, and we actually asked Sony if it was okay to do a smaller team, three-year plus thing rather than a "let's try and cram it out in two years and get big."
As such, I'm not expecting Infamous to have mind-blowing graphics because it doesn't seem to be the way Sucker Punch develop things (even though it'll have been in development for about 2-and-a-half years rather than 3 like Infamous 1).
Comparatively, Ubisoft do go big with their titles. Look at how many people are involved with the development of things like Far Cry 3 or Assassin's Creed 3. Multiple studios; hundreds of people. I'd imagine The Division is more akin to this.
Undoubtedly, I think The Division looks better. It looks absolutely stunning. Infamous looks more than good enough for me personally, though, and I think Sucker Punch have really stepped up their game for the new gen (the difference between Infamous 1 & Infamous SS is startling).
