Cloud processing isn't native to the Xbox One. The PS4 has had it for a while. Sony started using cloud before Microsoft on the PS3. They just don't boast about it.

It's in the utilization though. 

Sony bought Gaikai in preparation for game streaming/server side processing & rendering. Cloud processing. There's no reason why those resources couldn't be used in other ways: AI, etc. Basically the same exact application MS and now XB1 developers are touting as a great advantage of the platform. 

So yes, Sony could make the processing power of their servers available to developers for their games, and it's possible it's already being done without fanfare or maybe just in secret until there's something concrete to announce. The difference is whether or not that's being done or is in the plans for developers. Then it will boil down to the robustness of their network of servers although I don't see this being an issue if game streaming is going to be a major part of PSN.
