Well, the PC rig won't certainly slow down.

The Quad-Core Core 2 was released in 2006, that's 7 years ago and as CPU's go can still run everything you throw at it with a little overclocking. (Another 3 years ain't that far away with slowing of technology in the CPU space!)
If all you did was drop in a new graphics card every 3-4 odd years, it would play all games perfectly fine, with settings higher than the consoles could ever dream of.
It certainly wouldn't be inferior in any way, shape or form.

The origional outlay is a little bit pricier, but if you play your cards right it can end up being significantly cheaper than console gaming. And hey, at-least the consumer has a choice!
I actually had a Core 2 Quad Q6600 years ago, gave it to my grandfather and I still occassionally fire up big demanding AAA games on it when I'm over there, granted it only has a Radeon 6970 at the moment, not a bad 7 year old rig, still lots of life in it yet.
