Considering that it's probably Rockstar's fault they're in this financial mess in the first place, I doubt GTAIV is going to solve much of anything in the long term.

How is it R* fault they are in any trouble, R* made GTA which was the best selling franchise last gen by alot, it more then doubled any other series in sales.

They also created a negative public perception of Rockstar and Take-Two Interactive by being targeted by politicians, the Hot Coffee scandal and ensuing lawsuit, the Manhunts 2 controversy, the Bully controversy, etc. etc. Your average American that does not play games but knows of Rockstar probably only knows them as a negative figure combatting morals in America.
