It's not that hard. The PSP has a lot of shading and mapping built into the GPU. The PS2 could do that through the processor, but there were a lot of unforeseen incompatibilities (like texture compression).
Also, the shading and mapping makes up for a low polygon count, which is evident in the blown up pics.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
